M7-M12 Integration project

The M7-M12 Integration project will support the future development growth in Western Sydney by improving travel times and congestion. Once complete, the project will provide direct access to commercial and residential hubs, and the new Western Sydney International Airport.

John Holland has been awarded the contract to design and construct the M7-M12 Integration project on behalf of WSO Co (a joint venture comprising Transurban Group, Canada Pension Plan Investment Board and QIC Private Capital) on behalf of its managed funds and clients. 

The Concessionaire of the M7 Motorway put an unsolicited proposal to the NSW Government in September 2020 to deliver the M7-M12 Interchange as part of a proposed program to widen the M7 Motorway. The unsolicited proposal was approved by the NSW Government in 2022 and construction commenced in 2023.

To provide a major boost to the road network in Western Sydney, the NSW Government has commissioned the M7-M12 Integration project, which includes three major elements:

M7-M12 Interchange

  • Motorway to motorway connection, between the existing M7 Motorway and the new toll free M12 Motorway, including construction of seven new bridges.

Elizabeth Drive Connection

  • a new connection between the M12 Motorway and Elizabeth Drive, and the realignment of Wallgrove and Cecil Roads at Cecil Hills.

Westlink M7 Widening

  • the M7 Motorway will be widened from two lanes in each direction to three lanes. Widening of the M7 Motorway will be between the M5 Motorway and Richmond Road (excluding the Light Horse Interchange).
  • Upgrade of a total of 41 bridges along the alignment. 

Due to federal, state and local government investment in the Western Sydney Airport Precinct and the future Bradfield City Centre, Western Sydney is evolving at an unprecedented pace. 

Critical infrastructure such as the M7-M12 Integration Project, will help the Airport Precinct come to life and become a new economic centre for Western Sydney in 2026.

Key benefits include reduced congestion and travel time, increased capacity and will provide more reliable journeys for road users including freight. This project will also create thousands of jobs during construction in Western Sydney.
